Minister Ring approves €40m Plan to tackle disadvantage

  Dormant Accounts Fund allocation will benefit rural and urban communities

Michael Ring, T.D., Minister for Rural and Community Development, today (14th July 2017) announced that he has approved the 2017 Dormant Accounts Action Plan which will provide over €40 million to support disadvantaged people throughout Ireland.

The Action Plan includes programmes and projects for delivery across a range of Government Departments and agencies.

Making the announcement today, Minister Ring said:

“I am delighted to announce the adoption of this new Dormant Accounts Action Plan which will provide a range of supports for disadvantaged communities across Ireland, including measures to promote social enterprise, youth employment, entrepreneurship, training for carers and support for people with disabilities.  A total of €40 million is being allocated to 40 different schemes which will all contribute to supporting individuals and groups in both urban and rural communities.”

The Minister continued:

“Dormant Accounts funding seeks to support projects that are additional or complementary to existing services in areas of greatest need, and focuses on supporting projects that can make a genuine difference at a local level.  I believe that the measures in the 2017 Action Plan will play an important role in providing much-needed supports and services, particularly to vulnerable communities, whether in rural areas or urban areas.”

 The measures funded under the Dormant Accounts Action Plan support the core objectives of the Action Plan for Rural Development and the Framework for Local and Community Development in Ireland.

Note to Editors

The Dormant Accounts legislation provides a framework for the administration of unclaimed accounts in credit institutions (i.e. banks, building societies and An Post) and unclaimed life assurance policies in insurance undertakings.  The legislation also provides for a scheme for the disbursement of funds that are unlikely to be reclaimed.

Each year, an Action Plan may be prepared to disburse monies from the Dormant Funds Account for the purposes of programmes or projects to assist:

  1. the personal and social development of persons who are economically or socially disadvantaged;

  1. the educational development of persons who are educationally disadvantaged, or

  1. persons with a disability.

A full list of measures to be funded under the 2017 Dormant Accounts Fund Action Plan is set out on the table below.  In total, 40 different schemes or measures, to the value of €40.4 million will be supported this year under the Action Plan.
