CLÁR
The CLÁR programme (Ceantair Laga Árd-Riachtanais) is a targeted investment programme which provides funding for small scale infrastructural projects in rural areas that have suffered the greatest levels of population decline. The aim of CLÁR is to support the sustainable development of identified CLÁR areas by attracting people to live and work there. The funding works in conjunction with local funding and on the basis of locally identified priorities.
2018 CLÁR Measures
The 2018 CLÁR programme will see funding provided under three measures:
Measure 1: Support for Schools/Community Safety Measures
Measure 2: Play Areas
Measure 3: First Response Support Measure
The scheme is funded by the Department of Rural and Community Development and delivered, for the most part, by the Local Authorities in consultation with groups in local communities.

CLÁR 2017
Minister Michael Ring TD, announced on the 31st March 2017 details of the CLÁR programme for 2017.
CLÁR provides funding for small scale capital projects in rural areas that have experienced significant levels of depopulation. The programme, which has a budget of €5 million this year, forms part of the Government’s Action Plan for Rural Development which was launched in January 2017.
2017 CLÁR Measures
The 2017 CLÁR programme will see funding provided under four measures:
Measure 1: Support for Schools/Community Safety Measures
Measure 2: Play Areas
Measure 3: Targeted Community Infrastructure Needs
Measure 4: First Response Support Measure
The scheme is funded by the Department of Rural and Community Development and delivered, for the most part, by the Local Authorities in consultation with local communities.

CLÁR 2016
The programme had been effectively closed for new applications since 2009 but was reopened by Minister Ring on the 6th of October 2016 with funding provided under the following three measures:
- Measure 1: Safety package for Schools/Community Facilities
- Measure 2: Outdoor Play Facilities Enhancement Scheme/support for the development of Multi Use Games Areas (MUGA)
- Measure 3: Local Access Roads
All local authorities with designated CLÁR areas were invited to make submissions under the measures this includes all counties except Dublin, Wexford and Kildare. On the 1st December 2016 Minister Ring announced funding of €8.24 million to 651 successful projects under the programme.
